了 isn't equal to past tense, one of its functions is to denote a completed action, or a change. Not every verb can take 了. You'll get to learn more about it as you proceed.

Generally speaking, 会面 (huimian) means that both or all parties paid an equal effort to meet up;

while 会见 (huijian) implies that one of the parties is more superior or does not need to pay much effort in the meet up. For example, when a staff meets the boss, we say [boss]-会见-[staff].
